One of the causes of confusion is the persistence in scientifically clarifying the \"special\" meaning of metaphor. In this research, the theories of metaphor based on the \"shared rules\" of interpretation are criticized first. Then, based on Donald Davidson's statements about the meaning of metaphor and mutual understanding, this paper shows that metaphors mean literal meaning. The literal meanings are assigned in accordance with the unprepared interpretation theory that is formulated on the scene. A metaphor that is one usage of language is used in order to perform a communication. The meaning cannot but be a starting point for performing an act. The function of metaphor in communication is leading the hearer to see X as Y, and the interpretation evoked from the literal meaning cannot be formulated.
