However, the answer has not yet been given to the question of why so many low frequency words would be used in a text, because of the difficulties in characterizing the use of low frequency words lexically. This paper advances the hypothesis that the mechanism of a text governing the appearance or use of low frequency words resides in the text itself, and claims that to explain this mechanism it is necessary: 1) to identify low frequency words through a large scale population vocabulary survey; and 2) to identify the characteristics of a text by studying how low frequency words are used in actual expressions in the text.
